Get yourself some athletes foot cream (any brand) and smear some on those areas. Repeat every day or two for a week. It'll go away.
( I usually only treat once or twice and forget about it)

95 is entirely too hot for a Redfoot and your uvb "bulb" is not the correct type. (To start)
