My 14 month old baby is not going to the bathroom and is hardly eating what should we do?

We are going to need more information before we can help.
How are you keeping your Leopard tortoise?
What do you have for lighting?
How long is the lighting on for?
What are your temperatures in the enclosure, warm end, cool end, under basking light and night time?

hes in a 50 gallon fish tank with sunlamp and heat lamps for the day and night with water and fresh romaine lettuce and green,yellow,red peppers.Iam not sure the temps but we keep it warm on 1 side and cool in the middle..

Its diet needs to change, you need to get a few thermometers to measure the temps, make sure the lights arent on all night, as they need dark time as well.
Also, how often do you soak him? Luke warm water is best, not too deep. about 1 inch. or up to bottom of its shell.
Do you offer calcium? what type and does it ever get natural sunlight?
Also a glass fish tank is not ideal. hard to keep proper temps and it is too wide open with see thru side to allow a baby to feel secure.
