I ordered two leopards and they just came in yesterday via overnight shipment.

cool side of the tank is around 85f and the hot side is around 95-98f.

they look pretty inactive. they stay in the shell and close their eyes most of the time. however, i found them in different spots in the tank everytime I check.

is it normal for tortoise after being shipped? perhaps it'll take several days before they become active again? (I know bearded dragon is like this).
Have you soaked them in lukewarm/room temperature water since they've been delivered? Do you have UVB available for your Leopard Tortoises? When I have tortoises shipped, I do & have all of the above. Sometimes it takes a little bit for them to accommodate there new surroundings.

Your enclosure is a bit to hot. The cool end should be around 75F, warm end 86F and under basking light your 95 to 98F is fine.
Once you lower the temperatures they should be more active.

Brand new, shy cretures.. it might take them a bit of time to come around. But do what is mentioned and watch them...
