Not unless you do so illegally or someone before you did so and you get it from them..
However , if there is one, the most important thing at this point is a good home.
Have you looked at different types of torts? One that is legal where you are? And is suited for your space and climate?

Oh, sorry in Quebec, finding an tortoise adoption center is almost impossible (I am still looking for one, to help some poor tortoise).
I wish I could be in USA, to help tortoise ...but for the moment, I am in Canada lol.

Not Quebec, but Ontario:
Climate up there isnt suitable for most torts, since outside is best.. but maybe a Russian tort? Small easier to house indoors..
