Bugs eating collards

Since I can't use Seven dust on my collard greens in my garden, what can I use to keep the bugs from eating them?

Are you sure they are bugs? My Basil was eaten yesterday by snails.

No, I dont' know for sure what is chewing the holes in my collards. I haven't seen the bugs, just the holes.
