My Russians like to soak too. I put them in a large tote while I clean their dishes & get their food ready & clean their tank. They nearly always poop when they are in the water.
It would probably be a good idea for you to take a poop sample to your reptile vet & get a fecal done...especially since he was with a different species of tort. before you got him. I actually soak my Elmo every morning. He has gotten used to the routine and makes room for his next meal. His urates and bowle movements are very regular as he has a daily constitution. He seems happy and healthy.
