Tortoise has dark shell

My Russian tortoises shell seems to be very dark compared to other Russian tortoises. Is this a serious problem.IMG_20171012_201154798.jpg

They do seem to slow this time of year and not eat as much. Mine is too. Yes, give him a soak a couple times a week until he doesn't look as dry. A warm humid hide is all you need. If that's harder then making the enclosure a bit humid, 50% then do that.

Your tortoise is full grown. The enclosure humidity is not as critical for you as it would be if he were younger. As long as he has access to water, that's all that is necessary.
