Underdeveloped tortoise embryo

My last documented growth was January 12th, which was day 21. No clue what caused it to stop developing. All other eggs in same clutch are progressing nicely.

I candled it when I candled the others and the development never changed. I waited long enough before pulling the plug. The other eggs in that clutch are already hatching.
