You need to separate them immediately. Russian tortoises are extremely scrappy, and are very territorial. The male will be constantly harassing the female. You need a separate, 8x4 foot enclosure for each.
She is likely doing this because she’s new, and the stress of being with another tortoise isn’t helping.

If the tortoises don't eat and poop for 3 days, take it to a vet. It's normal for new tortoises to sleep a lot. As the people above said, separate them, and if you want them to breed, I remember they have to hibernate (may be wrong), and when mating season comes put them together, but watch them. The male may show too much aggression towards the female, you would have to separate them once that happens. Gl!

And even if you want to breed them, you need a group. I don’t think you’ve done enough research to do that, either.

Not eating or pooping for 3 days does not necessarily require a vet visit. Please be cautious of the information you give out. It looks like you are a new member to this forum, so welcome! I hope you are able to gain lots of knowledge like the rest of us have from being here :)

Have you given your tort a soak in warm water?

yes the female hates it she always trying to come out
How long did you leave her in? If you can stimulate her to poop it will probably help her appetite.
Even if she panics, it's completely safe to let them soak for an hour or even longer, although it usually doesn't need to be that long. Regular warm soaks with the water between 90-100f along with the advice already given should help.
