Wish I could help!

I'd send a picture in. It'll help more experienced members diagnose a problem.

What type of UVB lamp are you using? A photo would help.

The Compact type that looks like a low energy light bulb is known to cause eye problems in tortoises.

The long fluorescent tube bulbs and Mercury Vapour Bulbs (MVB combines basking and UVB in one bulb) do not cause the problems.

Turn off your UVB lamp, your tort will be fine without it for a few days, and just leave the basking bulb running. If it is the bulb causing problems, you should see some improvement quite quickly
