Is this a box turtle

This guy has an interesting story. I was called into the school office and I was presented with this little guy here I am not 100% sure there is a box turtle but due to a little piece on the bottom of the Shell I’m pretty sure he is I am fostering him hopefully until his owners get them or I’ll find another home for him

Yes that looks like a three toed box turtle.

Yup, a male three to, like Todd said. . . Terrapene carolina triunguis. With too long toenails.

These are great I.D. pictures - the cloaca on the tail close to the tip of the tail in the last picture (male), the slight indentation on the plastron in the second picture (male) and the red eyes (male), however sometimes you'll see a female with red eyes.

I read about putting flat rocks in the enclosure to file them down but are they too long that may need to file them down myself

Is it a very large enclosure?
I have cement pads in mine. Flush with the substrate so that the bottom of the shell (plastron) doesn't get scraped.
It quickly files down claws. And keeps them filed.
