What is happen with his mouth? The tortoise can eat but slowly because it hurt him when eating

Is that called mouth rot? I can't found any reptile vet in my place and its been 2 weeks already for this little guy.I really need advice what should i do to fix his mouth and i can't hold his neck because his size about 2 inch

We will need details from you of his enclosure, the temperatures and humidity levels, substrate, and what you are feeding him. Pictures also please!
Also he should be getting daily warm soaks. All this requested information may seem irrelevant, but in finding a solution to the problem, we need to have answers to help reach the correct conclusion as to what is to be done. Thanks! Hoping the experts here can soon chime in.

It looks like at one time, a while ago, the lower beak fell off with the exception of the spot you circled. That spot is a section of the original beak and the rest of the lower jaw is new growth. It looks all healed and doing fine.

It look like damaged by something that cause the skin around that area peel off and causing that injury, any suggestion what medicine that is safe for him?
His indoor enclosure temperatures heat area is 93 degree and 85 degree for cooler area, humidity 65-75%, i soak him every morning for 15 to 30 minutes in warm water

But it hurt him everytime he/she eating and can't cut leave using his beak like normal tortoise and inside his mouth perfectly fine

I agree with Yvonne G. It looks from your photos (anyway), that what ever injury it was/is, it could be healing. But we can only tell so much from photos. Continue to monitor eating. If not eating enough find a vet! If it changes size...continues to swell, emits puss or blood, or it doesn’t emit anything and swells and hardens, or just continues with symptoms, you will need to see a vet asap.
Look at the inside of mouth at the lower beak too, does it look normal, how about under the tongue? Mostly make sure it is eating. Tortoise injuries can be slow to heal. Sometimes injuries can lead to boils. This is where (usually a puncture wound) grows bacteria that can’t escape the wound. This leads to an abscess that can cause a lot of pain. My saying is “If in doubt seek a Vet out”. We aren’t veterinarians and can only tell so much from photos. Monitor him, weigh him and go with your gut quickly if things continue and aren’t right. If you can’t find an experienced exotic vet in your area, seek out one with less experience, they can tell you if it is a condition that requires seeking further care. Much success!

I would not try a topical medication without direction from a vet. It doesn't look like an open wound and there would be a risk of medication ingestion with it being so close to the mouth. See above post. Please continue to keep is posted with photos. We care about how this works out for you!

The wound just detached.. Is it possible to regrow his beak?

Just offer softer foods for a while and monitor while it heals so as to not cause any pain. Good Luck
