Can I put my tortoises outside in a permanent shade?

Hello everyone,
I was thinking about building a new enclosure for my tortoises outside in the garden, and I want to build it in a place where there is permanent shade because it's easier for me to take care of them while they are in the shade. Will they still be able to absorb sunlight and get the essential vitamins they need in the shade? Or the enclosure has to be under the direct sunlight?

There should be some sun as they need to bask and get their temps 95-100 in order to digest their food. Uvb is still absorb in shade if it's not heavy but the digestion will have a problem if it's too cool.

Every enclosure needs shade AND sun. In cooler climates, more sun. In hotter climates, more shade.
