I was soaking him in shallow baby food and he struggled to get out but he wasn’t coming up for air and now his head is in his shell and arms are limp. Not responding at all. OMG did I let him drown?? Is there any resuscitation I can do??

Don't worry! @Yvonne G @wellington @zovick @maggie3fan @Toddrickfl1 @ZenHerper @Tom @ZEROPILOT @DoubleD1996! @Markw84
Remove him from the carrot water.
Hold him securely between both palms of your hands, one on the plastron, one on the carapace.
Hold his entire body slanted, his head pointing down and gently rock him to see if any water comes out. Do it for a few moments, hopefuly other members will chime in soon
Send photos if you can
Nothing is coming out. I don’t know that it was caused by drowning but it may have ended his life after almost a month of not eating. I’m a wreck. ??

It's ok, breathe. Could you take him to a good exotic vet near you? I would say for now, place him in his enclosure. Make sure he stays nice and warm, and keep humidity up.
Was his eyes open before the soak?

I haven’t been able to find a reliable tort vet. I asked for any recommendations again last night. @mastershake was kind enough to provide a trusted one but they aren’t taking new patients. I hate to take him just anywhere but is anything better than nothing at this point?

This morning his eyes weren’t open but looked like he was trying. They opened some during soaks yesterday. I just turned the thermostat from 80 to 85. Humidity is about 90%. Thank you for your help.

OK....time has passed....what is he like now? Is his head out? Using his legs? How deep was the water? I'm sorry I didn't see this before...ZEROPILOT lives in Southern Florida...I'll poke him...please tell us how his is today...

This happened 2 hours ago and It’s been 1 hour since I put him back in his enclosure and he hasn’t moved. His head still partially out like the pic. His legs are not AS limp as earlier but zero response or movement.

The soak was only up to the first line on his carapace and when I moved him to water when he wasn’t moving it was just a little to cover the bottom but not have his nose under water.

Thank you. I just moved one of his hides to cover only his eyes/head so he can stay near the basking but give his eyes some darkness. Not sure if that matters.

Keep us posted and give it until tomorrow before making final decision of being gone.
Keep the temps up but I wouldn't keep him under the basking the whole time.
Move him away where the temp is 85-90. He can't regulate his temps on his own right now so you don't want to leave him under basking.
From what has been going on with this little one, if he is gone, I don't believe he drowned. I think he was possibly poorly taken care of before you got him.

Thank you Ron. If you look at the few threads I’ve created/commented on (not many) you can see the difficulties I’ve/he’s had, but if there’s anything specific I don’t mind elaborating.

Thank you @wellington. I will move him a little cooler now. I doubt that drowning would be his only COD either with all his struggles but I hope that wasn’t what finished him.

Thank you for always being so helpful and responsive. I really appreciate it.

Hi. Unfortunately he did not make it. I waited 48 hours with no movement even with soaking him two more days and trying everything I could. I took him yesterday to be cremated so I can have his ashes back. Heartbroken. ??

I'm so sorry for your loss?
The same happened to me, you know? I had a small hingeback, a different colour than one from the same clutch. He never ate. After many carrot soaks and raised temperatures, he passed. I realised later that without my added care, that I found on on the forum, he wouldn't have made it that far, he lived three weeks after I got him. In my honest opinion, I do believe you did the same. You added a month to his lifetime that he would never have had, due to the way he was started by the breeder.
Torts are for life, and in the rare occasion where it is reversed, I do believe the same love, or perhaps greater can be found.
Thanks for caring for him, giving him the most love he could possibly have received?
