Why is one of my red foots grow so slowly?

I have 3 red foot tortoises & 2 believed to be growing at a normal rate, the 2 1/2 year old is at 2.3 kilograms while another of 1 year is close is over 660 grams but the third is stunted at only slightly over 520 grams also at one year of age & his coloration is darker I believe of another South American country origin. Is color & size variations an indication of sex or meaning from else
where?

Are they all living together?
If so. One is being submissive and isn't going to grow as quickly or be as active as the others.
If they're housed separately but one is much smaller than the others, there might be health issues involved

Agree with ZEROPILOT. If they are all together seperate them into their own enclosures. If you take out only the little one, now you have a pair loving together and that might take a toll on one of them.

Yes, all 3 RF cohabitate in the same enclosure but the smallest one is most active & he eats with the others & appears to have a healthy appetite & defecates normally & regularly which is most puzzling to me. This particular tortoise when first came to my care was extremely light weigh of only 60 grams compared with the others of 98 grams & 82 grams respectively, it's of darker in colours & he was malnourished at hutching.
