some type of testudo ,probably a russian ,could be one of the others ,they all look alike to me ......... i will say regardless of what it is , if that is how it is being kept ? whoever is keeping it needs to look into the proper care of it ...... that guy looks in pretty good shape , but living like that it's a matter of time before he isn't in good shape .

I would say a Russian tortoise, please read care sheet and change set up accordingly. The tortoise looks dry so start with regular shallow warm soaks to increase hydration and check water is provided 24 x7 as well as fresh food am daily for it to graze on during the day.

Welcome, like the other members commented. There needs to be some changes made. Russian torts need room. A 4' x 8' area is needed for the enclosure.
Pictures of the enclosure would be great. So we can give you suggestions on what is needed. The substrate you are using is not good. It. molds very easily and they have a tendency to eat it. Reptibark and/or coco coir would be preferable.

That is a greek tortoise and it is being housed WAY too dry. Please read the care sheet linked by Sarah and make some changes ASAP. At least soak him in shallow warm water right away. Dehydration is a tortoise killer.

Yes I agree, it's a Greek tortoise, Testudo graeca terrestris (Mesopotamian) subspecies. As Tom said, it looks very dry. The eyes area also a little swollen.
