I am having so much trouble keeping the humidity high in my torts enclosure it’s glass so i thought that would make it easier but i am constantly spraying water in there and i have his water bowl plus another water area on the warm side to help with humidity but it hasn’t done much, any suggestions.

When it comes down to it, this means you have too much ventilation. This is why open topped enclosures don't work. Closed camber enclosures make it MUCH easier, and also more efficient, to maintain the correct heat and humidity.

What species and size tortoise are we talking about?

he’s a small russian about 4 inches

You don't need high humidity with a 4 inch Russian. I wouldn't worry about humidity at all, or even check it. Use damp substrate of one of the correct types, have a large shallow terra cotta water dish sunk into the substrate, offer a humid hide, and soak once or twice a week. That is all they need. This isn't a growing baby, or a tropical species that needs monsoon conditions. You can just relax and enjoy your tortoise. :)

Okay that makes me feel better he gets soaks twice a week and has a water bowl he doesn’t really use his hide but he has that too!

I use foil.It's a constant 80%-95% humid.I do spray the coconut fiber substrate morning and evening to top of the moisture.I cut a hole in the top of the foil so I can hang his heat lamp.
