Is my Greek tortoise female or male?

Hello all,
We have had our tortoise named zeit for 3 years.
During spring he head butts, climbs and tries to copulate with a shoe. So we have always assumed he was male, until last year, when we felt he had the desire to dig and lay eggs which he did not lay.
His anatomy seems to suggest that he is female. Can you help us figure it out?

He sure is cute! Hope he has his own enclosure suited to correct conditions for that species? I don't know if females do that mounting behavior.

Didn't even see that he answered the sex question. I even looked a second time to see if anyone had answered lol. I was more interested in the statement he made about not letting them roam the house.
