Thank you! I have taken a look at that and made adjustments accordingly. When I got Turtwig I noticed their shell was already the way it is in the picture. Not sure if it's pyramiding or not, but where I rescued it from, did not really have the proper care going on for the babies.Welcome to the Forum!

Here is a photo of Turtwig's setup. I have a t5 HO 10.0 uvb light and a 60 watt flukers incandescent basking bulb. I also have govee hygrometers to keep an eye on humidity. Although its an open enclosure i did invest in silicone mats to keep the top closed. Hygrometers show the enclosure humidity consistently hovering anywhere from 80-90% depending on whether i just sprayed or not. Turtwig was just eating in this picture and is so messyAw turtwig is adorable! Love the name

What are your temperatures like all over? Ie basking temp(directly under the bulb), overall day temps, night temps?
What kind of basking bulb do you use? Packaging photos are good if you have any

What’s his diet been like with you?

It’s so helpful when advising, I would recommend looking into an upgrade as soon as you’re possibly able, unfortunately you’ve been sold a size that is below recommended for even a brand new hatchling, glass tanks aren’t really the best heat insulators either. Never use misters, sprayers, or foggers inside. They put droplets in the air, not humidity. They make the top layer of substrate damp, then evaporate off creating a cooling cycle, so you can't even maintain a good level of humidity or temperature.
Look at the "nose holes" of your tortoise. They are really small - and the droplets are bigger than those openings, which makes it difficult for your tortoise to breathe. The droplets become like water boarding; they are harmful to your tortoise's lungs and can cause respiratory infections. Your poor little tort is trapped in there and can't get away from them!
Also, a damp top layer encourages fungal infections.
