This didn't happen to me or my family, but a family friend experienced it and still has nightmares today. I've never really had a chance to give this story before, but I found this thread and it was 9/11, on Saturday, so I figured it might be appropriate.

@Jacqui It was pretty good, and I got new plants and a greenhouse. There was also a large storm that left a hole in the roof of my family's rental house and a flea infestation, but other than that I had a great birthday.

Is that the enclosure or just the indoor house? If it is the entire enclosure your tortoise needs bigger. I'll let the other members help you out with that. I agree with everyone else, he most likely is a male. Still a bit small though, but I don't really know much about tortoise gendering.
Your problem can be solved by wrapping the cord around the frame and taping it down the side of the wall and then having it go under it. Cutting a hole might work, but you would most likely want to seal it.
