So I was giving my tortoise a bath and noticed a red spot on his neck. Is that normal? Or should I be concerned

The soil I am using is organic.. It just contains the white little balls in it . Can u tell me why it's bad? I heard that tortoises can't eat it but why can't I grow his weeds in it ?

He goes outside every other day for an hour, gets liquid calcium twice a week on his food, also has variety of greens that are good for tortoises and he's active and eating but the growth lines just didn't seem to go away so I got worried... But thank you for your help :)
His substrate is coco coir and I keep it moist and he has a water bowl. His shell was always like that since I got him... Is that a problem? Also will the white growth lines become like the rest of his shell? I will post more pictures
