Forsten’s tortoises (Indotestudo forstenii) grow to a maximum of 10", so that fits if you have big hands. Pancake tortoises (Malacochersus tornieri), Indian star tortoises (Geochelone elegans), & some Redfoot tortoise subspecies (Chelonoidis carbonaria) are available in Indonesia, & don't get very large, at least compared to Sulcatas & Aldabras.

Ornate box turtles stay small and have great personalities

I have no experience with these, but i think i read on another thread that Ornates are snappy and not real friendly.
But other boxies like 3-toeds are great pets and stay small.

I have a few that can be snappy but I don't handle them very often, I see these as pets to watch and not handle. I do have several that are just as friendly as my 3 toed.

I have 13 ornates, so I see several different personalities
