When you live in a very cold house you have to make the enclosure of your tort as warm as she need it, or she will get sick. You can use a ceramic heat emitter with more watt in assistance to a basking bulb. She also needs a UVB producing bulb, or do you have such a bulb ? How is the enclosure covered ? Can you please upload a picture ? When it is covered with a mesh the heat can`t stay in the enclosure.
I have a uv light strip. Uploaded pictures. The enclosure has a lid, the heat mat is attached to the lid of the enclosure and is always shut apart from when I took the picture

The only way I can keep my indoor tortoise enclosure temperature up high enough is to have the enclosure in a small room and I keep a call heater going so that the temperature of the whole ROOM is higher than the rest of the house.

I'll show you pictures of my indoor enclosure. I'll be the first to admit it's probably NOT the greatest indoor enclosure by a LOOONG shot, but it seem to work for the short term. It would NEVER work as a permanent, year round enclosure.
Her current enclosure is actually 2 that got connected. The square box (which is 3 x 4 feet, and 18" tall) was her first enclosure when she was just 4 inches long. When she outgrew that, I bought the plastic unground pond form, filled it 3/4 with clean potting soil and connected them through a ramp to a hole cut in her old box enclosure.

If you look to the far left of the picture you can see a little heater on the floor. It helps keep the temperature of the little room warmer for her.

I think your tortoise needs more cover to hide under. If you can get some fake plants or potted plants to set in there, he'd probably really like to burrow under them. It makes them feel more secure. I also rake up a lot of leaves from my yard and put then in my tort's enclosure- she likes to burrow into them, too.

Since I"m in the US, I had to convert your temperatures from Centigrade to Fahrenheit!
I think your temperatures are fine! 23*C = 73.4*F, 32*C = 89*F and 35*C = 95*F.

Is your tortoise actually SLEEPING with its eyes shut, or is it burying itself and SEEMS to be sleeping?
If it's burying itself, it may just be trying to HIDE and wants more cover.
If its eye are closed, my first thought would be a problem with one of your lights- the compact fluorescent lights are too bright for tortoise eyes and can cause irritation. But I don't think you have compact flourescent lights...?
I wonder if the LED lights seem bright to it? I don't know much about LED lights, so I don't know what to tell you. Unfortunately, the pet stores seem to sell whatever they can and aren't always knowledgable about what's best for tortoises.

your temps should be between 30-38 during the day at night no lower than 15c but I prefer the night temps to be no lower than 19. Babies from what i'm told sleep a lot mine did this when he was still settling in. What type of UVB tube is that? it could be that the tube is to close and he is turned off by it. You can try switching to an MVB its not the best solution in terms of lighting as they can be desiccating on their shell but in your case I would go for that because that UVB tube seems way to close. Try going for the arcadia 80watt mini basking bulb they are fairly cheap as of now on swell reptiles or you cant try amazon.

I really don't think it's the lights because in the summer he was so active and would not go back to bet until his lights were turned off and woke up when turned on

It's just a uv tube light. You could be right because if I take the hay out of his enclosure he become more active for a few hours before hiding again

Yes because my house is built in 1873 and is always cold in the winter and I started using it constantly about 5-6 weeks ago
The problem is that it is not warm enough in the enclosure of your tort.
We can talk and talk without having a result, but when you don`t change things to get your tortoise warmer there will be no sucsess.

Hi, I’m in the same situation! I cannot seem to get the temperature any higher than 30c. I’ve only got a 100w bulb in at the moment, however I’m going to get a 150w. I noticed you have a heat mat on the lid of your hide away, what watt is this may I ask? I need to get one.

Hi Mitchy.
At first I would buy a digital thermo / hygrometer. They are much more accurately than the one you use. A temperature gun is also helpful to test the temps on different spots.
Only under the basking spot it should be 40c.
Often too low night temps make tortoises slow down. Can you tell me your night temps ?

Hi, I fitted one last night at the warm end of the table. Before I turned the heat light off last night it only reached 32c and this morning the temp is 23c. He does sleep a lot, I do have to wake him up sometimes in the day.

Thanks!
