It's not marbling and I doubt its shell rot.
Has it been there since you've had the tortoise and if so has it got any bigger.

My guess is it's dried membrane from within the egg that's has stained the carapace.

I forgot, it seems to have been there but not as wide as it is. I am going to monitor for a few weeks whether it is widening or not

Shell rot usually happens on the plastron, bottom shell. Try some antifungal cream on it and see if it goes away.
Maybe just a scrape?

Edit: I see now that it’s more than one spot, so less likely a mark made by breeder.

It kinda looks like a small mark the breeder made to identify it. I’ve seen them in photos on many hatchlings from different breeders. If you have only had him a week, you should definitely reach out to whomever you purchased from and ask if they made the mark.

Definitely NOT a marbling, and I doubt it’s a fungus. I was trying to zoom your pics on that spot but I can’t so I can’t really tell, but Have you tried to gently rub it off with wet cloth? Try to gently sratch it with your fingernail to see if it comes off? Could it be a hard water stain or some other type spatter that dried up white? Maybe try to dab a rag in coconut oil and rub it with that?
