She is very small for her age. As stated, most vets know nothing or very little about tortoises.
If you can post pics of the enclosure and the size of the enclosure and includ a list of her diet , we might be able to help you tweak things to get some growth on her.
A too small of an enclosure and a bad diet will stunt their growth. That's what happened to the male I rescued. It can be corrected. At least it was corrected with mine and he grew to the size he should have been. Yours should be around 11 inches.

I’ve been looking for a bigger enclosure for about a week now. I feel as if hers is too small. I feed her spring mix three days a week sprinkled with reti cal and Timothy hay the other days. I also give her the orange tortoise bites a few times per week as well. She won’t eat strawberries lol I also haven’t been on the tortoise forum for years and all this humidity stuff is new so I’ve been looking into that. I also feel as if all the info here is for hatchlings and lea being 8 years old she is a juvenile. And can’t see info on a proper diet for her. I plan to replace her ramp for a terra-cotta tray today. Her cage is 3 ft 11 inch by 2’4”.... IMG_1521642654.795840.jpg Anyhow here ya go

Her enclosure is way too small. She needs a room size enclosure. Like a 8x10 or bigger. This could have played a part of her not growing to size. No fruit should be fed. Feed her every day and when it's warm out get her outside at least during the day. Feed more greens like dandelion, mustard, endive, riddichio add grass if she will eat it and more hay. Add mazuri tortoise food to her diet too. As for humidity, give her a warm humid hide. Change the water dish out for a large low sided clay saucer. Large soft sided pop up green houses can be bought for under 50 bucks. Put a tarp down as a floor and a oil filled space heater on a thermostat for heat and a basking uvb bulb. I have one in my basement for winter for my female leopards.

Btw, mine that I rescued cuz he was kept in too small of an enclosure, that I mentioned in the beginning, couldn't walk cuz of the lack of room to exercise. Luckily it doesn't sound like yours has that problem. However, chances are the muscles aren't what they should be. She should be able to hold herself up high on her feet when she walks. Does she do that or low to the ground dragging?

Mazuri I had sent to me by someone on this forum so where can I purchase Mazuri on my own???? also the greenhouse. Where can I find since I’m in Utah??

Also is Timothy hay fine??? Or should I be feeding her some other hay or grass??

I never seen it in a black bag. It looks like the right stuff. Just make sure it's not the LS one. There are two for torts. One says LS and is actually a smaller pellet then what it looks like pictured. It's okay, just a lot of tortoises don't seem to like it.

That tent is good if it's used as a humid hide in addition to a room that he has access to. he should at least have about 32 sq ft of walkiing space. That equals out to about 4 x8 or 3x9, 2x12 area...
