I purchased a 60 watt CHE bulb that wasn't getting my enclosure to 80 degrees. Now I exchanged it for a 100 watt CHE, and now my ambient on the cool side 85 degrees. Is this okay? At moment I don't have enough funds for a thermostat. Can I leave it at 85 degrees for now?

It should be fine, as long as it doesn’t go above 105(preferably 100) in the enclosure.

What specie of tortoise do you have ? A sulcata ?
For this specie 85 F is the right night temp.

For baby sulcatas, stars and leopards, I let ambient temps creep up ar high as the low 90s during the day. 85 is good. 90 would be even better, as long as it is humid and they are getting soaked and fed properly.
