That’s what I’m saying, his eyes look like there wide open all the time. But in your opinion are they ok ?
I went back and looked at some of my older pic and zoomed in on the eyes. I was surprised to see a couple of them looked similar to yours, but most of them didn't. Your tortoise seems to have a lot of "white" around the eye too, which accentuates the effect.

I don't know if its healthy or not. Your tortoise's eye does appear to be more open than normal, but I don't know why or what that might mean.
They look more round shaped compared to yours that look more oval shaped. Do they too you?
That would make them look so wide eyed.

In humans hormonal imbalance can make the eyes appear bugged out as can dehydration but honestly I think they look normal and blue? Lighter pigment will look bigger.

I have four 2 year old sullies. 3 of them have completely dark eyes but the 4th has a white "ring" around the dark eye. I think it is normal.
Here are pics when they where 1 year old.
The one with complete black eyes:
