Tortoises are solitary, territorial creatures. When one tortoise enters another’s territory, what you saw can happen. It can also be the male trying to breed.

Why were you putting them together?

When the male wants to breed the female, he bites her front legs, rams her and is very aggressive towards her. This is his way of telling her to stand still and be receptive of his advances. It's normal breeding behaviour.

Ok thank you very much for your response and the informations!! :)
If you don't want them too breed, always keep them apart. If you want too breed them, put them together and keep and eye on them. When they have bred, you can separate them and put them together again the next day.

@wellington

I'm just curious and trying to learn. How long would you repeat this cycle? Also, is there a way to tell when the female is holding eggs?

Usually if the female is not ready to be bred, or past the time, she will try to get away from the male, not corporate, etc or the male will show no interest in her. When my males and females were together, the interest only seem too last 2-3 days and then it would be over for a week or so.
My short answer, I would put them together for 2-3 days like longer if you don't get any matting.
X-rays are the only way too know if there are eggs. Digging a nest is a sign they might have eggs. They can also dig test nest/holes and never lay

Hello
I agree with the replies below.
This could be dominance then you have to keep them apart. But also you need at least three females for one male if you want them to be together for reproduction. If you have only one female for one male, the male will harasse the female.
