To answer one question though, I use regular tidy cats clay scoop-able litter
Thanks for answering and satisfying my curiosity. At least from a substrate standpoint, the tortoise enclosure doesn't LOOK like a litter box... :)

My outdoor tortoise pen now has walls and a roof because of feral cats hanging out in the sleep houses.
Also under the heat lamps.
I'm not what you'd call a cat person and I didn't know this was at all normal.
There are plenty of exceptions, but most cats will home in (or hone in?) on the most comfortable position in the house (or garden, or tortoise enclosure). They're often drawn to warmth, with or without sunlight. So yes, it's quote normal.

Where my parents live, there's a long history of indoor-outdoor farm kitties curling up with the farm dogs on cool nights. The dogs didn't mind at all. The dogs kept the cats' backs warm, and the cats kept the dogs' bellies warm. The dogs were generally protective of the resident farm kitties, but most were inclined to chase away feline "intruders."

My last kitty cat started to get curious about my red footed tortoise's table. So when I would spot her jumping up to peer over into the enclosure, I would squirt her with water. She learned surprisingly quickly that the tort table was just not a fun place to hang out, and I never had a real issue with her trying to get in there.
