Dandelions, and cactus, it sounds like tortoise heaven. Will need pics before advice can be given. Don't molest/harass the tortoise until an I.D. can be made.

Wow, that cactus patch looks like a tortoise's dream! It would be interesting if there it, in fact, more than one!

I’ll bet the tortoises hiding in the cactus are native gopher tortoises. They are all over there, hiding, burrowing, out in early morning and evening. Locals know they are protected, do it’s cool to see them going about their torty budiness.

You need to find out what it is, because sulcatas are not native and gopher tortoises are (and protected). So if its a sulcata you should catch it and either give it to a rescue or learn how to care for it yourself. If its a gopher tortoise, and you live in the country and not the city, you should just leave it alone.
Can you help id this one I found in my yard in Daytona Beach FLIMG_20181106_160120631.jpg IMG_20181108_112253709_HDR.jpg

It might belong to one of the neighbors. It didn't just appear! You'll need to bring it in and provide some warmth. It can't survive outside this time of year.

Thank you, I don't know where it came from but I have a friend that had had one before until it reached a size too big for him in which case he took it to a sanctuary, I'm going to try to find him this morning and take it to that friend. Thank you all for the help

Hello all, I know this is an old thread but I just stumbled across it somehow, I'm new here lol. Question.. On the pictures above, I see his legs are almost spikey.. do the sulcata tortoise have those 'spikes' and a gopher tortoises legs would be more smooth?
