Tortoise with swollen foot?

Please help! My Hermann's tortoise has been shedding for months and months and I don't know if this is normal. but he has a foot that looks swollen and he also has some skin that looks like it's wrapped tightly around his leg and I'm worried its cutting his circulation or something and causing the swelling. It has been like this for a few weeks. :(

We need pictures please.
Have you fed vitamin supplies, especially vitamin A to your tort ? Too much of vitamin A causes severe skin sheddings.

If the skin is wrapped tightly around that leg, you'll have to remove it before the lower portion of the leg dies. If you can't do it, then you must take the animal to a vet immediately. Think of what your arm would feel like if you had something tightly wrapped around your upper arm, cutting off the blood supply. The tortoise is in pain.
