Greek tortoise not eating

Day 4, still showing no appetite (even with the absolutely minimal interaction with people on that day) and what's more, she's spending most of her time with her eyes closed, for some reason. What does that mean?

Could be sleeping, annoyed by the light, who knows but less is more on interaction. Continue soaks with carrot baby food and leave him be. 4 days is NOT serious.

So this weird thing happened. I took her for the daily soak, and she gave me these strange vocalizations. I've never heard anything like them, but it's sort of like a mix of a newborn kitten mewling and a bird chirping. What's with that?

And after monitoring for a while, I came to realise that she has a cold (sneezing, mucus, sounds exactly like me when I have a stuffy nose, etc. ). And I think it's because her basking spot was down for maintenance, and the frigid winter cold at night did the trick. So aside from restoring that basking spot, what else should I do?

Get a Ceramic Heat Emitter and a thermostat. Run it 24/7 with the thermostat set to 85F

The basking spot must be on for 14 hours with 95-100F

Constant warmth day and night is required.

A day or two of coldness shouldn’t start an RI. Prolonged cold and damp does the damage which suggests temperatures haven’t been right for a while.

Excuse me if I sound stupid but I've always wondered how cold gives torts infections

I don’t understand the full biology of it. However in tortoise terms:

Warm & humid = healthy
Cold and damp = Respiratory infection conditions

Cold and dry is survivable for short periods... and for brumation if the species is one that can brumate.

Yeah, I'll try to find one. In the meantime, I have the radiator facing the hide box she's sleeping in on 93 degrees. Can I safely use this for tonight?

And finally, one week of fasting later, she's healthy enough to eat! Granted, it was a small amount of food, but better than nothing, right? Also, I used a small dose of the antibiotics that @daniellenc told me to save, and that's helping out a lot. Hopefully a few more days of basking and maybe another 0.1 ml of medicines will solve her R.I.

Also, a quick question: right now, I've been administering the antibiotic by soaking her in warm water with the daily dosage dissolved in it. Is this reliable? If not, how should I do it? So far it's the only method that works; she won't drink water with medicine in it and she gags and regurgitates when I give her a leaf smeared with a 0.05 ml drop. Should I continue soaking with the medicine as usual?

I have no clue what so ever. When my tortoise was severely dehydrated about a year ago I used a pipet and just gently squirted the electrolyte solution on to her mouth and she drank it, but a lot was wasted so I don't recommend doing that.

This is not a reliable way to dose a tortoise. They may drink a lot, or they may drink none. Either way, some will be left behind in the soaking water.

Get a vet to prescribe shots. I was taught by my vet how to administer them to Joe.

A vet will ensure that the correct dose of the correct antibiotic is used for the correct amount of time.

There is increased resistance of bacteria to antibiotics worldwide caused by their overuse. They need to be used, and disposed of, very carefully by everyone as this is a crisis that affects the health of all of us.
