Aquarium Heaters?

Do you thing an aquarium heater would be a good idea to put beneath the substrate? I usually have about 1.2-2in on the very bottom of the tub so I was thinking it would help with the evaporative process?

Aquarium heaters are designed to be under water. When they're in air they overheat and burn themselves out. It could also be a fire hazard. I wouldn't recommend it personally.

This ... there are many better, and safer, ways to heat a tortoise enclosure than with an aquarium heater in the substrate.

Absolutely not. You will either start a fire or electrocute your tortoise. They are called aquarium heaters for fish for a reason.
There is electrical heat rope and tape that can be safely used for what your talking about. However, I don't use them so can't say how well they work or how safe they are. If you have a burrowing species then do not use any type of heating under the substrate.

I would add about 5 inches of substrate and then be sure to provide an overhead heating source to offer a warm substrate area....
