Looks to me like a Dalmation tortoise. Let's see what @HermanniChris says if I'm getting this one right!
Sorry Mark! It's an eastern, all the way though. The only one of these two that was looking to possibly be Dalmatian is the animal at the bottom in the second pic.

Femoral suture and pectoral are even yes, but this is found in all subspecies at times just very rarely in westerns. The inguinals are there actually, look very closely. The pattern is spot on for young easterns but the female in the bottom of the second pic sports the carapace more associated with the Dalmatian. Plastron will tell us the truth.
All Hermann’s tortoises can show interest in breeding at as little as 4.5”.
