I think South Florida without a doubt for most tortoises.

Heck yeah! We're dry and hot, but get our Monsoon season every fall (brings higher humidity), and it rarely snows in the winter in the southern part. Not to forget an endless supply of weeds spineless prickly pear cactus in the desert.

Russians are built for dry dry dry conditions. Dry and very hot in the summer, dry and very cold in the winter. While they are very hardy animals, they are susceptible to respiratory infections.

If I had a choice, I'd be looking at the California desert, Nevada, Arizona, New Mexico, Utah. I'd actually look at Colorado. It gets snow but is it humid otherwise? They can hibernate in bad weather, or come inside. I'd expect them to naturally hibernate outside in most of those areas. If you look on the map above, those areas are similar to the countries your tortoise is likely from: Afghanistan, Uzbekistan, Kazakstan

My Russian is in an area that is more humid than is ideal for her but I figure since I found her on the street, she'll have to put up with what I can provide. ;) She hibernates in a fridge, due to winters that are not really cold enough for true hibernation, in addition to the damp.

Again, they are hardy and can do well in many areas, given the right conditions and care.
