This flower that I found is really pretty, but I didn’t know what it was or if it was safe to feed my tort. Any ideas????? It has no leaves, brown stems and pretty flowers.

I've never seen that before. Sort of looks like honeysuckle, but not really.

It's a deciduous azalea. Some types are known as honeysuckle azaleas.

It has no leaves...... so is it perennial?

Perennial plants are typically herbaceous. The deciduous azalea or rhododendron is a woody shrub that blooms annually each spring or summer.
The leaves drop at the end of the season. The woody framework of the plant remains over winter. There are evergreen azaleas and rhododendrons as well of course.
If by perennial you mean will it come back in subsequent years, yes it will.

Poisonous to grazing animals.
