I want to know if an L shape tortoise table that is 4ft by 2ft on both sides of the L is big enough for a full-size Russian tortoise?

The recommended minimum here is 8x4 feet, so no, that would not be big enough unless you make it a two story enclosure.

There are lots of ways to make an enclosure with enough space, so be sure to look around the forum :)

Is it indoors full time or do you have an outdoor enclosure too?
If this is it's main home then I would say yes go larger, always make them as large as you can.
If this is only used for times it can't be outside then it would be ok.

mainly in doors with a little time outside

The Russians really like to roam around and climb over things, think about it this way. an adult is going to be at least 6 inches so it's body alone is going to take up 1/4 of the width L, more if it gets larger than 6 inches. Thats really not leaving much room to move about and explore after you put in food, water, a hide and a basking spot.
