Definitely not. Species should never be mixed, and tortoises should not be allowed to roam the floor.

I'm assuming that the store wants customers to be able to interact with the tortoises. Thereby increasing the chances of selling them.
But it's a bad practice.
There is a large store here in Broward county Florida that does just that. In fact, it looks like the same place

Funny thing is they dont even sell torts. These are the owners personal pets.
