Is not giving it food while having had that is reachable a good way to make my sully start grazing on grass?

The best way I think is to mix grass with his food. Then slowly take away small amounts of food adding more grass each time. Keep doing this until he's eating only grass. You can also do this while placing his food on the growing yard grass.
I would mix some finely cut tender young grass with the other food and not worry about the grazing. Your tortoise will graze when it is older. Not something you have to worry about or "fix".
