I’ve had my torts for 2yrs. now, and both seem reluctant to breed. They don’t really interact, but obviously we don’t know why. Everyone’s been waiting since their first spring to get a hatchling (I have a waitlist of people who want one) but nothing’s happening. Do I just need to wait?

Are you absolutely sure you have a male and female, and that they're mature? Male tortoises are usually, how can I say it, Pretty Frisky! There's not much really needed to get them going.

Sometimes it helps to keep them separated for a year. Then when you put them back together, they're more interested.

NEW DEVELOPMENT: So now Prizzy (my nickname for my male tort Prism) seems to kind of have a crush on Crystal, but the feeling isn’t mutual. Priz keeps shoving his head into Crystal’s, forcing it into her shell. Kinda weird.

Florida I guess
I've never bred or attempted to breed tortoises myself, but from what I've heard, males tend to get aggressive towards the females and bully them into mating rather than the female showing affection back.
