Greek laid egg w/o burying it

I have a collection of Greek tortoises and today have separated the males and females and also built a bigger outdoor enclosure. A few hours later, I found an egg that was not buried and was unfortunately crushed by the time I was able to retrieve it. The enclosure has two areas to lay eggs, which one area is composed of natural decayed bark and organic cocofiber and the other area has a mixture of cocofiber and some sand. I have been successful with the cocofiber and sand nesting site earlier this year but have had no eggs since then until I found the cracked egg today.

Why do you guys think this happened?
& what are some proper ways or advice would you give for creating nesting sites in an outdoor enclosure?

Sometimes this happens when they are new to laying. She may continue to do it with this bunch she has if she has never laid before.

Thanks for the response. I actually got this greek a few months ago and was told that the animal laid 2 clutches last year and 3 the year before.

Occasionally the female doesn't realize there's an egg and she just poops it out. It could also be that she couldn't find the right type of nesting area.

Okay, that was my guess lol, so I would go with Yvonnes suggestions.
Make sure the areas are as natural as possible and deep enough.
I had female leopards that excepted one nesting area but didnt care for the other. The one excepted was smaller but also more private and darker. Maybe try making the nesting areas darker as far as lighting and private if they aren't.
