Long story short I'll be rescuing a supposedly 10yr old 40lb sulcata. I have 1/2 acre privacy fenced in, but am concerned about him pushing/ digging out. Any suggestions or advice?
I've fostered Sulcatas before but the fence we have now is new, and I am wanting to keep this one permanently.

Chain link, even with the privacy fencing, isn't going to hold him, and is likely to injure him. You need a full visual barrier around the bottom. Plywood cut into 12 inch x eight foot strips will hold him now. If you want it to last for a few years, just go 16" x 8'. 11/32 plywood is relatively cheap and Home Depot will even cut it for you.

I used 2x8s, 3 high to make the interior wall of the outside tortoise enclosure for our 45lb sulcata. It's secured with metal T posts and wooden posts

You could do something like this on the inside of the existing privacy fence, to protect from the chainlink. Or as Tom mentioned, plywood will probably be cheaper and just as effective.

It's a wood privacy fence- not chain link. But I was thinking about running some 2x4s lengthwise around the bottom just as a precaution.

My sulcata yard is also enclosed in privacy fence. The mistake I made was having the boards on the outside of the 2x4 framework. My sulcata popped off the bottom 1x12 board and went walkabout. Luckily, a passing car picked him up and brought him home. So I have now tacked up another 1x12 to the inside of the fence.

The short fence you see in the right of the picture is just a sight barrier so he has to walk around and can't see his whole yard. It really doesn't serve a purpose, and has since been knocked down by the tortoise. But it gave him something to do!

Lol. Silly goobers. Yes that's exactly what I was thinking of doing. I can get some plywood cut to run horizontal and screw them into our fence posts. Perfect! Thank you!
