White on my tortoises shell?

I started noticing that there is white forming on Tortellini's shell. I am concerned about what it is, if its the water does anyone have a brand of water that works best? because where I live there isn't the type of water that he needs. But if its anything else does anyone have some tips, or advice? Also sorry if its not the best picture of him u tried my best :)

Nagh, it’s perfectly normal. I’m sure it’s just from water drying there between the scutes after soaking. It really is more cosmetic than anything else. Nothing to worry about. Won’t cause any harm.

I think it's just new growth. Hard to tell though. Can you get a better picture?

Ps - i forgot to ask how often you soak your tortoise?
he has a water bowl that he chill in every once and a while, is that good enough or should i have something different? I am new to the whole tortoise thing to any tips would be very much appreciated

I think he needs separate soaks more often, a more humid enclosure, and some shell sprays because it looks like he is really pyramiding. The white seems fine though :)
