Found Kitten!!! Please help

Its meowing because its feeling scared. Its big enough that it is missing whoever it bonded to before. Keeping it in a small-ish room that you can close the door of for overnight would be better than leaving it outside.
Put a radio on low or other noise-making item in with it so that it doesn't think its alone.
Remove anything breakable or spill-able (like a drinking glass, makeup, or figurines), Give it something soft to sleep on - maybe a towel, a towel in a box would be even better.
If you have curtains in there, roll them up out of the way (little cats sometimes climb things like that and they might get snagged if left down).

Tuna would be ok once or twice, but its got too much salt content for continued feeding. Ditto lunchmeat. But anything is better than nothing in a pinch to a growing critter. The liver would be good as long as it hasn't been seasoned very much (left-overs from dinner can have too much salt and pepper, etc., on them). The kitty's stomach is about the size of a walnut, so don't over-feed it. Its little enough that if it is really hungry it might eat way too much if offered. Only offer a couple tablespoons of milk or you'll have a problem with diarrhea.

And you'll need to create a kitty box in the close-able room. As little as this kitty is it might not be litterbox trained, but hopefully it is. A shoebox or one of those flat boxes that grocerystores get cans on, with shredded newspaper or something similar would work for overnight. (Low-ish sides so it can get into it easily)

Pull your hand back quickly when you set food down, this one is too young to be civilized and will probably pounce on the food and gobble it, might even accidentally scratch you in the process.

If you have no intention of keeping it, call the local animal shelters/pounds and tell them about it and that you can't keep it. Nearby veterinarians, even police departments are good to notify also. If the owner is looking for it, they might call any of these to see if anyone's seen it. Also putting up "Found" printouts (picture if you can and a way to get in touch with you) within easy walking distance, on community notice boards if you're in an apartment complex, grocery store notice boards, etc.
