That plastron looks kinda concave to me, could just be the lighting.

I need better lighting and I need to see the tail. I'd also like to see the gulars. I'm leaning toward female based solely on the anal scutes on a tortoise that size. If the tail is tiny, I'll say female. Is there just a tiny little nubbin after the cloacal opening on the tail?

Here are some obvious adults:
Male. See how long and huge the tails is? See how shallow and wide the "V" formed by the anal scutes is?

Female. See how the anal scutes form a clear "U" and the tail is just a tiny nubbin beyond the cloacal opening?

The anal scutes on yours are right in between. They are either going to flare out into that wide "V" or the top will round out and form that characteristic "U". It will be neat to watch it go one way or the other over the next few years.

Gulars are the protrusions on the front of the plastron (bottom shell) just under the chin. Males tend to have rather large ones while females gulars are much smaller.

The very small tail and the fact that the anal scutes are narrowly flared tells you thats its a female.
