I've ever only seen an overgrown beak from the top. My tortoise has an overgrowth from the bottom of her mouth. It is small and doesn't stop her from eating, it doesn't seem to bother her. She has cuttlefish in her enclosure. How do I correct this?

Does it matter how old the tortoise is or they will start breeding as fast as they grow big enough to do so?

It is most likely the already mentioned yellow fungus. Couldn't find a picture with tortoise but lots of reptile species can have it.

One of my leopards hate it too. It´s because of the smell for him I believe, but the cuttlefish he likes so I hope yours will like that option as well. :D

Since it has such a large opening for the tail and the scute endings I'd say it's a female. For male I'd expect a small opening:
