I have always boxed my CDT's for the winter. Dangers I'm worried about where I live are Mice and other critters, rain that might flood the burrow, it snows occasionally where I live too.
Also gives me peace of mind knowing I can check them day or night in their box and that they are warm...
Dude seriously right? I had to get another fridge in the garage strictly for "animal" stuff and we buy things by the case to supplement them all.
Mind you we have chickens, sheep, goats, torts, turtles, etc, etc but I mean really, come on now, another fridge?

I don't think there is anything wrong with your year old. Based off what you are posting anyways. It is that time of year yes. I have several ranging from hatchling to 70 years old.
My adults have started slowing down alot, they eat about every 4-5 days and are staying in their hides...
Each tort is different that is for sure. I have some that took a week to get use to us and others that took months to get use to us.
I wouldn't stress over it. Just love the lil guy as much as you can :)
