Will the dandelion and plantain leaves in my yard that hold on under the snows and my rose leaves that are dormant in my back yard in December still hold the same nutritional value as they do in spring and summer?

When I buy plants for my tort's enclosure, how careful do I have to be about fertilizer? I read somewhere that I should rinse off the roots and replant for like 2 weeks before feeding him. Is this true?
When I take my tort outside for a walk in the yard, does he have an instinct as to what plants are unhealthy for him? Should I prevent him from eating anything I don't know?
