What would be required to create an enclosure that sulcatas can live in year-round in Phoenix Arizona? Does it get cold enough here in winter to need an electrically heated house? Other than manually, how do you keep fresh water available throughout the day, especially in the summer months?

I am just a little confused on what the best substrate mixture/combination is for my leopard tortoise indoor table. Some folks recommend coco coir, orchid bark, cypress mulch, additive free top soil, yard dirt, and/or peat moss. I'm sure this is at least in part attributable to the husbandry...
I saw this little girl (66% chance female due to incubation temp according to breeder) and couldn't resist getting her due to the funky pattern she has on her scutes.
Any husbandry advice on how to get her to grow at a rate that won't effect the pattern?

The area I would be landscaping is full sun to partial shade and has it's own sprinkler heads.
