On the lighting, as long as his enclosure stays at at least 65° at night, then you should be able to start off with one light. The best one is a Powersun UV at 100 watt, and it is waaaay cheaper to buy it online.

It is absolutely your decision, and you should be comfortable about the kind of tortoise you are taking care of BUUUT.....My rescued WC russian is adorable with a very distinct personality. Don't judge your baby too hard! ;)
For now just give him space. He has to know it's his home and wont be bothered. A happy go lucky tortoise that feels safe in his home will seem more "social"
Tortellini is an amazing name! Well starting with is definitely a start but if the total room isnt something like 6x4' you should consider that third one so he can stretch out.

I feed him a rotating variety of spring mix, mustard greens, kale, endive, watercress, and freise. And once every few months or so i have him try small nibbles of things like radishes...

You're right, he does hate climbing in and out of that water bowl. I used to use the rocks to make a ramp but he was stubborn and didn't use them.

I recently rescued a gorgeous russian tortoise from a local Petco in Northern California. I named him Yuri Gagarin after the cosmonaut, and the first animal to enter deep space (a russian tortoise).
I saw Greg at the Petco and came back several days a week just to watch him eat...
